You're mostly right... as adults. Cooler did say the Freeza was always the stronger of the two until he achieved his 5th form. IMHO Cooler 5th> 100% Freeza 4th > Cooler 4th > King Cold 2nd... but that's not my point

however, I may not have written that as clearly as I could have. I was referring to the kid picture in the 1st post. I figure the final form [ie 4th or true form] would be their true base as kids. We only hear that Freeza needed his lesser forms to control his power [and he could be lying], see his father in what looks like his 2nd form, and cooler in his 4th then boasting of a new 5th form as adults.

as kids I figure Freeza wouldn't have his 1st or 2nd form yet, but could have enough power in his 4th form [his true form] to the point were he needs his horrendous 3rd form to contain it under normal conditions. Presumably, Cooler's 5th form is relatively new so he wouldn't have it as a kid.

in DBM cooler's 5th form seems to not be an equalizer to whatever that Freeza has, otherwise he would have dropped out at the site of cooler's demise. Perhaps King Cold is the strongest in U8. If his 2nd form is comparable to Freeza's 4th [but not 100%], then what kind of power could King Cold have in a 4th or 5th form?

Well. If it works -exactly- the same as Frieza (meaning same power suppression) I'd give it the following values during the Frieza saga:

Kold(2nd): 125-140
Kold(3rd): 175-196
Kold(4th): 7000-7840

With DBMs slow rate of growth, this would place Kold >= Majin Vegeta...

So, at least in DBM, I doubt he suppresses his power quite as much as Frieza does.

IMHO a nice progression for DBM could be

Kold(2nd): 125-140
Kold(3rd): 250- 280
Kold(4th): 1250- 1400

but then I prefer Kold secretly being closer SPC [like Majin Vegeta level] maybe King Vegeta or Kakarot could fight him...

Things to discuss on U8

1. What happened on Namek [ie why Freeza won if he faced a SSJ Goku]
2. What did Cooler do on earth [seems Freeza maybe the only immortal] blow it up?
3. No Cell Saga PL results in no PL strong enough to free Buu; so what happened after?

i think i remember somewhere salagir said U11 happened in one of the "future" timelines. maybe U8 did too and there was no cell or buu?

well for a Future Cell, there at least requires a defeated RR army with a Dr.Gero set on revenge. Regular Cell [or Future cell going back in time] needs a time machine if not Trunks. For Buu they need someone with a PL comparable to Buu saga Gohan SSJ2. All require a planet earth intact and I just don't see Freeza doing that...

No, for Buu to be there, Babidi just needs to drain enough energy to awaken him. Whether this is from a handful of fighters or from the entire population of several continents is unimportant.

Also, Freeza doesn't blow up planets for the hell of it. He typically conquers them and adds them to his empire or sells them to the highest bidder. The only reason he wanted to destroy Earth was to infuriate Goku.

perhaps in u8, cooler and freeza don't hate each other. and work together
