P.Cell's suppression of his own power when dealing with Vegeta, F.Trunks, and even Goku suggests he can detect power levels and keep his own relative to an opponent... [add in the hiding for 4 years undetected] also he had the DNA of beings able to do so proficiently.

notice: his only problem is dealing with one greater than his own... particularly when he's programed to think he's the strongest. He trusts his programing because that's really all he has.

Don't forget Super Buu. When Super Buu faced an opponent that was clearly greater than himself (Gohan), he went loopy and copied a technique that was ineffective on himself (self-destructing).

Well. He did that with a plan in mind. Actually, everyone played perfectly into his hands. Due to a retcon quick plan on sensing Gohan, he had it planned for awhile.

yeah super buu knew damn well gohan was the stronger of the two. he didnt really delude himself. but he did say "i cant allow a power greater than mine to exist". did cell ever admit gohan was stronger? but then again he did lose his cool vs vegito.

There we go! The candy beam! Mr. Buu attempted to use it on Evil Buu and failed. In desperation, Buuhan used it against Vegetto, and it backfired so badly that he actually turned Vegetto back!

true cell thought that once he had reached his perfect form. that no one could become as strong or stronger then him.

he didn't even know that he could/would survive his self destruct attack. and was even more suprised that he retrained his perfect form again and was even stronger then before.

still he is at great risk with blowing himself up. so i doubt he actualy kept doing that multiple times to improve his power.

im really looking forward to cell's fight with bojack. hes my second fave character. behind bra of course.
