Alright. New plan. First of all, there will be standard attack units. These will be used to represent the power of a character and of their attacks. For example:
Bob: 100 sau
Bob-Bomber: 500 sau
Bob-Wave: 250 sau
Then, there will be ki units. These will be used to represent both how much ki a fighter has, and how much ki an attack consumes. For example:
Bob: 500 ku
Bob-Bomber: 100 ku
Bob-Wave: 40 ku
Now we just need to decide exactly what a sau and a ku represents.
Bob: 100 sau
Bob-Bomber: 500 sau
Bob-Wave: 250 sau

*shrugs* Syrias, you can just use my "After Frieza" DBM numbers. It's based on the growth rates hinted at in DBM, and while the specifics can debated I think they're close enough in the ballpark that you can convince people to suspend disbelief.
