On France, there is forum about DBM who has more post than there is comments on DBM.
Even Salagir encourage people on the French comment to debate on the forum instead of on the comments. The comments are reserved to discussion about the last page although the forum is for all the debate and discussion possible.

So it is sure that a forum in English about DBM has a very good potential.
Just for now we are already seven (with some big regular commentator) although this forum has been created only a few hours ago.

But in order to really start I think that this forum need two thing:

1) Animate the forum. Don't hesitate to animate the forum, in creating new threads. For example a stupid "Who is stronger: Mystic Gohan or Goku SSJ3?" or "What his the power of Bra?" has a good potential. And it is really better if people debate about this on a thread on a forum (with argument) than on the comment of DBM.

2) Speak about the forum in the comment. The purpose is not to spam but post a link to the forum when a discussion not related to the last page start in the comment. It will be really better for the debate if it happen here instead of the comments of DBM.
